about Mishra ji

Brief Introduction

Starting in 1975, Shri Mishra rose from delegate (Electrical & S&T Branch, Lucknow) to President and Assistant General Secretary of AIRF by 1997, then General Secretary in 2008, and Secretary Staff Side JCM in 2014. He served over six years as Convener of Northern Railway Primary Cooperative Bank’s Board and is now Chairman of the Federation of All India Cooperative Societies & Banks (Indian Railways). He is President of U.P Newspaper Employees’ Association and All India Confederation of Newspaper Employees’, President and National Vice President of Hind Mazdoor Sabha, Vice Chairman of ITF Asia-Pacific Tourism, Vice President of CBWE, and patron of ICQCC.Founder President of RCL Mishra Foundation supporting Below Poverty Line children, he was recently elected to ITF Railway Global Task Force Committee, London and also Member of High Power Committee (Chair: Anil Mitra, 2011–12, Mamata Banerjee), Kayakalp Committee (Chair: Ratan Tata, 2014–17, Suresh Prabhu), Training Committee, Safety Committee, CSBF Committee, and Running Room Committee.He holds a diploma from ILO Institute, Turin, Italy, has traveled 26+ countries, and dedicates time to trade union education.

We actively raised employee issues at Division, Central, and Board PNMs. No matter the platform, we ensured workers’ voices were heard, pushing for changes that directly improved their working conditions, job security, and overall career opportunities within the railway system.

Through the Railway Classification Tribunal, we fought for categories like Pump Engine Drivers and SPAs, who had no promotion channels. Persistent efforts created clear career paths, allowing them to advance fairly. This victory marked a 100% success in promotion-related reforms.

We eliminated the “Semi-Skilled” (VTM) category, upgrading all such workers to “Skilled” status. This change not only improved their pay and dignity but also ensured equal recognition of their technical skills, ending decades of unfair classification and providing long-term career benefits.

In train lighting and steam sheds, mistris worked like Junior Engineers but lacked promotions. We fought to redesignate them as JEs, enabling advancement to Senior Section Engineer positions. Many retired with higher pay and recognition, fulfilling long-overdue justice for their service.

During Mamata Banerjee’s tenure, we secured AC pass privileges for young railway staff. These hardworking employees, often on tracks and in coach construction, could now travel proudly with their families, boosting morale and reinforcing their sense of belonging to the railway family.

We championed job opportunities for railway employees’ children under the LARSGESS scheme. Recognizing their lifelong connection to railway work, we ensured nearly 80,000 family members were recruited, preserving tradition while providing stable employment to the next generation of railway workers.

Many trained apprentices were left jobless despite completing railway training. We fought for their absorption into service, achieving success under Ram Vilas Ji and later securing a 20% apprentice quota with Ashwini Vaishnaw Ji, ensuring fair opportunities for these skilled youth.
